Who we are

Chief Fire Officer Brown joined the States of Jersey Fire and Rescue Service in 1994 as a firefighter. He worked his way up through the ranks to take up the role of Deputy Chief in 2008. A decade later, he was appointed Chief Fire Officer in 2018. CFO Brown is responsible to the Minister for Justice and Home Affairs, under the Fire and Rescue Service Law, for the effective leadership of the Service in Jersey. CFO Brown is also responsible for the Emergency Planning department. 

Deputy Chief Fire Officer Coleman came to Jersey in 2024 to take up the role of DCFO. He is the National Fire Chief’s Council Lead for Water Rescue across the British Isles and has acted as a flood rescue tactical and strategic adviser to the UK Government. DCFO Coleman previously served in the Nottinghamshire Fire and Rescue Service as an Area Commander, where he acted as Head of Prevention and Protection. In Jersey, he leads on performance and delivery of the Service’s strategic objectives. 

Area Commander Drawbridge joined the States of Jersey Fire and Rescue Service in 2024. Following 28 years in the London Fire Brigade, he left as Deputy Assistant Commissioner for South West London. Area Commander Drawbridge had previously been involved in establishing National Operational Guidance and had also held the position of Head of Operational Assurance. In Jersey’s Fire and Rescue Service, his main responsibilities are in response, health and safety, training and operational assurance – making sure staff are suitably trained, equipped and ready to respond. 

Area Commander Masterman joined the States of Jersey Fire and Rescue Service in 1990 as a firefighter. After nine years on the front line, he was promoted to Crew Commander in the Fire Safety department. Then, in 2002, he was promoted to Watch Commander in Fire Safety and spent a year leading Green Watch. In 2004, he moved back to Fire Safety as a Station Commander and later a Group Commander. In 2021, Area Commander Masterman took up his current post, leading the Fire Safety department. He also holds the specialist Fire Investigator role within the Service. 

Kevin Murphy took up the role of the Emergency Planning Officer in 2018, and he works for both the Bailiwick of Guernsey and the Bailiwick of Jersey. He previously spent 22 years in the Guernsey Fire and Rescue Service, with a specialist role as a Hazardous Materials Officer. In Jersey, he acts as an officer for the Emergencies Council and manages the Emergency Planning function of the States of Jersey Fire and Rescue Service.

Emma Restall started to work for the States of Jersey Fire and Rescue Service in July 2024 but had worked previously with the Service in her previous role in Organisational Development. Emma's portfolio sits across the Service and is responsible for people and culture, strategic planning, and internal governance, and she manages the relationships with enabling departments such as People Services and Digital Services. Emma works very closely with the National Fire Chief’s Council and other Fire and Rescue Services to learn from the profession and leverage best practice we may wish to adopt and aspire to.

Station Commander Bailey-Walker joined the States of Jersey Fire and Rescue Service in 2000 as a firefighter. In 2006, he was promoted to Crew Commander, and again to Watch Commander in 2014. In 2020, Station Commander Bailey-Walker took up his current role in the Fire Safety department, where his main remit is prevention. 

Station Commander Channing started his firefighting career as an on-call firefighter in 2002. A year later, he moved to wholetime and after qualifying in 2007, he moved into Community Fire Safety as a Crew Commander. Between 2009 and 2012, he returned to the Watch, before a two-year placement with training and development. Then, during a nine-year stint back on the Watch, he was promoted to Watch Commander. Station Commander Channing took up his current rank in 2023, where his focus is people. He oversees the wholetime and on-call firefighters, their internal development, and leads on recruitment. 

Station Commander Hall began his career in the States of Jersey Fire and Rescue Service in 1999 as an on-call firefighter based at Western Station in St Brelade. In 2004, he moved to the St Helier station as a wholetime firefighter. Throughout his career, Station Commander Hall has taken on leadership roles in the frontline watches and, on appointment as Station Commander, he took up his current role in the Fire Safety department where his focus is on protection.  

Station Commander McGrath joined the States of Jersey Fire and Rescue Service in 1997 as an on-call firefighter, based in St Helier. In 2001, he made the move to a wholetime role. Splitting his years of service between the watches and day-staff roles in policy, training and development, he now leads the Service Improvement team, managing projects and developing the Service’s offering.  

Station Commander Rogers joined the States of Jersey Fire and Rescue Service as a Station Commander in 2024, having spent eight years in the Royal Berkshire and Dorset and Wiltshire Fire and Rescue Services. His focus within SJFRS is assurance, policy and operational learning. 

Station Commander Vibert has spent his career in the States of Jersey Fire and Rescue Service, joining as an on-call Firefighter in 1995. He moved into a wholetime role in 1997. He leads on health and safety and training within the service. 

Richard Blake is a former (retired) police officer with more than 32 years’ experience, both with the Metropolitan Police and the States of Jersey Police. He has worked with Government of Jersey Emergency Planning for 15 years, both in the police, and now in his current role. As Deputy Emergency Planning Officer, he manages a team of three assistants, and the Jersey Resilience Forum, focusing on risk, planning, training, exercises and learning.
